Why set up a reporting device acts of harassment and violence?

Following the publication of Decree No. 2020-256 in the Official Journal on 15 March 2020 concerning the system for reporting acts of violence, discrimination, harassment and gender-based acts in the public service, administrations, local authorities and public institutions are required to set up a reporting system against all forms of harassment, violence, discrimination and sexist acts before May 1, 2020.

Officials and contract agents from all three levels of the public service, including the hospital public service

What are the procedures?

The device includes 3 procedures:

  • the collection of reports made by agents who consider themselves victims or witnesses of the acts or actions in question;
  • the orientation of these agents to the services and professionals in charge of their psychological, human and medical support and support;
  • referral to the competent authorities to take appropriate protective measures and to deal with the facts reported, in particular through an administrative investigation.

The system complements the whistle-blower system of 1 January 2018, which consists of a procedure for collecting reports of crimes, offenses and other serious situations.
